Why Dubai Needs Its Own Primary Care Identity — Not Imported Models

Dubai can't cut and paste the NHS. We need our own model — built for our population, our values, our ambitions.

The temptation to copy and paste

Dubai is a global city — no doubt about it. We import the best of the world: luxury brands, cuisine, architecture, technology. And we do it well. But healthcare? Healthcare doesn't work like retail.

Primary care — the foundation of any health system — cannot be cut, pasted and expected to work. Because healthcare isn't about what looks good. It's about what works locally. As someone born into the UK's NHS model, I've seen the benefits of structured primary care. But I've also seen what happens when we try to copy without adapting. Dubai needs its own identity — one that reflects its population, its values and its ambitions.

What imported models get wrong

Let me be clear: I have deep respect for the NHS, Canadian and Scandinavian models. They've achieved incredible things. But we must acknowledge the realities of the UAE.

A hyper-diverse population, with vastly different health beliefs and behaviours. A transient workforce, where continuity is hard to sustain. A hybrid insurance-driven system, not a single-payer model. A digital-savvy society, yet often disconnected from preventive care.

Trying to drop in a system designed for an entirely different culture will never lead to the outcomes we need. Dubai doesn't need to copy the NHS — it needs to learn from it, and then innovate beyond it.

The identity crisis of primary care in the UAE

Here's the issue: in most minds across the UAE, 'primary care' still doesn't mean much. Is it a walk-in clinic? A GP with limited tools? A temporary service before you see the 'real' doctor?

This identity vacuum has created confusion among patients, hesitation from insurers, fragmentation in care and an over-reliance on specialist interventions. That's precisely why Aafiyah Care Clinic exists.

What a Dubai-specific model must look like

We're not here to import a Western system. We're here to build a Dubai-first model, with its own DNA.

Transient residents are met with digital records and cloud-based continuity. Emotional disconnect in healthcare is met with a relationship-based GP model and a named clinician.

We're not trying to be London, Stockholm or Toronto. We're building Dubai's healthcare model — by Dubai, for Dubai.

Who should lead this redefinition

The answer is simple: clinics brave enough to challenge commercial norms, reject 'customer-first' language, invest in training rather than marketing, prioritise people over throughput and show measurable results to insurers and regulators.

And it doesn't stop with providers. We need regulators and insurers at the table too — supporting pilots, funding what works and defining KPIs that reflect Dubai's population, not someone else's.

A chance to build something new

Dubai is a city built on innovation. Healthcare should be no exception. We don't need to mirror others. We need to lead.

The future of primary care in the UAE shouldn't be a version of another country's past. It should be our own model — bold, data-driven, culturally relevant and built to last. And at Aafiyah, we're not waiting for that model to arrive. We're building it — one relationship, one patient, one plan at a time.

Why imported models don't quite fit

The NHS works because it's free at the point of use, gatekept by GPs, and integrated end-to-end. Dubai is none of those things — it's insurance-funded, direct-access by default, and multi-payer. Lifting the NHS structure verbatim ignores these realities. So does copying the US model, where primary care is fragmented and outcomes are mediocre despite the spend.

What a Dubai-native primary care model looks like

GP-led but insurance-funded. Continuity-first but app-native. Home, clinic and tele-consult fluidly mixed. Multilingual. Comfortable with the demographic reality: a young, transient, multinational population with parents back home and chronic conditions diagnosed across multiple healthcare systems. This is the model we're trying to build at Aafiyah — and it looks different from anything imported wholesale.
